In short, it mentions that the upcoming version of Flash Builder will allow developers to create stuff across multiple devices including iOS ones. I must have missed something or am not understanding how this is possible. Flash and iOS? How does this work?

As mentioned in your comments this question is off-topic here, but in the meantime I'll answer.

The Flash Player browser plugin does not work on iOS, and that's why Flash content on websites does not work on iOS. What Adobe has done is developed a way to deploy Flash content as iOS apps that do not require the Flash plugin.

It's just like the difference between using a web app in your browser versus using a program installed on your computer. Flash content on web pages still doesn't work, but now you can deploy your Flash creations as apps for users to install.

Note however that Flash iOS apps don't get very good performance.
