What's the best program in Adobe CS4 to use to create an App for iPad?

This is for a children's picture book.

Each page is a single image, and there won't really be any animation: the user just needs to be able to turn pages.

I was thinking of formatting the images as I'll need them in Photoshop, then creating a Flash movie, then converting the Flash movie into an App for iPad.

Is this the best process, using Adobe CS4 tools?

If you have to use Adobe CS, that is the only possible workflow to create an iPad App. Be aware, though, that Apps created by Flash are not going to be accepted to App Store; you have to deploy it to your iPad through other channels. – koiyu Jul 14 '11 at 10:51
