In illustrator or photoshop. Thanks!

Wow, I have no idea why this is closed!! This is in a good format, and there is no 'speculation' on how this is done. It can be done in photoshop. Just choose a black background, add a layer above it, and choose overlay. Than take a white brush, about 40% tranparency, and just create the effect. If the post is opened I can give a better answer. – Saif Bechan Aug 10 '11 at 21:27
@Saif In addition, it appears to me that the person is only asking about the background. I see no reason it should be closed. – user179700 Aug 10 '11 at 23:00
This was closed because this is really asking for a tutorial question—which is off-topic per the FAQ—that could have been easily answered with a web search for the terms Illustrator gradient background—which is not what SE is about. "Not constructive" isn't the best reason and I should have offered a better one. – Philip Regan Aug 11 '11 at 17:20
