I want to combine two separate path into one, so when I click on one of them with the white arrow (A), both are selected.

You can see it in live here :,_France,_with_Communes.svg

The two small islands on the right side are combining in one path. I can't figure out how they did that...

Help :-(

I have no clue what I'm supposed to be looking at at your link. Have you tried simply using the Pen Tool to join anchor points of a path or the Pathfinder tools? – Scott Aug 14 '14 at 15:53

That has already been asked? Sorry then, I should've searched a bit more. I don't want to join anchors, I want two paths combined into one, like this link – user2172123 Aug 18 '14 at 8:39
