I'm a programming-student and I'm making my own android-game. I'm decent at photoshop, but when it comes to drawing, I'm awful. I was wondering if there are graphic designers out there that are looking to have their name on a game for when they look for work etc, just like us programmers, and where can I find them.

There are several different skill sets involved (and a rare few people who do all of them): are you looking for character designers / concept artists who will draw up what your characters can look like as sketches or illustrations, animators to make the movements natural or fluid, or games graphics people who make this work in the context of the game itself (and who might be acceptably okay for a small project at character design and animation, but probably not great at it)? I'd start by checking DeviantArt for designers that might be interested in collaborative work. Depending on you business plan, you can focus on professional ones (who work on comission for example) or students that would consider working 'just for the name' (I'm not sure if you meant you are looking for people who will illustrate for you in exchange of appearing in the app instead of shared benefits or payment). And I would contact those ones whose work you like individually, explaining the project.
