I do all my mock-ups in Illustrator. There is plenty of disagreement on this point but Photoshop is really an image editor. If you need an image in your design, jump to Photoshop (or Gimp). If you want to layout a page or an app, Illustrator (or Inkscape or Fireworks) is the place to be.
