The question as written makes no sense. Pixel is not a measurement unit. There is no standard "pixel size". Pixel is the size of the smallest point in a display device, and the size of a pixel depends on the PPI of the display device.

While many high resolution, small screened devices or retina display devices scale up pixel measurements for fonts, the scaling factor is really device specific, and usually specified in terms of the ratio of logical pixel:physical pixel in the view port. It's a mess that exists because a lot of people are still specifying sizes in pixel while they should be specifying in device independent units like em.

comment PNG vs GIF for 1 bit transparency
@Joris: PNG supports 1-bit color key, just like GIF, and the DEFLATE algorithm and various pre-filters applied to PNG is generally superior to LZW, so the assertion that PNG is always be bigger than GIF is dubious. When you're storing the same image (not a full color PNG vs jittered GIF) and you use a good PNG compressor (not Photoshop's or Paint's), it's very rare for GIF to beat PNG.

@deizel: you don't get a responsive navbar by default when starting with empty notepad or the various pre-built javascript plugins (and all the other little stuffs in Bootstraps' utility belt).

@Scott: That is correct, I'm not a graphic designer; I care about a website that works and being able to build it quickly, and less about that it being painted the exact color that I wanted it to have.

Converting this kind of image to vector is dead easy in Inkscape (free, open source vector image editor), which can automatically trace bitmaps to editable vector images using Potrace.
