The first part worked. However, isn't the second paragraph for Illustrator? That or I can't find a pathfinder panel in Photoshop? :)

That was quite the comment-trail! However @DanielHanly - If these graphics are to be used on common devices, as the question suggests, it comes down to whichever program the user is most proficient in or can pickup the fastest. There is nothing wrong with working at a larger scale than you'll ever need with raster graphics if that is convenient/fastest and all you will need. So I question why from a workflow point of view it is better to use Illustrator? I quite like Fireworks when layouts are concerned.
