The answer seems obvious with but a single image on the site (as of this time). Your file as saved as a JPEG. JPEG is a format that loses image information and generally performs poorly where colors are flat/solid. If you have the original image try uploading as a PNG or GIF format and the results should be more to your liking. To fix this question, change the link to the image in the photo album (so it is clear which image you’re talking about) and state clearly what you dislike about the image (colors reduced greatly seems inaccurate if there are more shades, etc. Perhaps you mean blotchy?).

As to the age of the building, the building itself might give some clue (photo doesn’t show enough). Though it might be easier to go into the store and ask around. If the person you ask doesn’t know, ask them to direct you to the person who should. It is highly likely that someone in management should have some idea how old the building is.

It is a bit hard to say. It might be helpful if you gave some idea of what level of accuracy you actually need. Is this a something you're just curious about, is it for a client, are you replacing the sign etc. If you want close or very close I think you're there. If you want exact, more information would be helpful.

CMYK from RGB files could be tricky in the olden days, but for years we had to trust that the service bureau would get it right. As cheap as proofs are now, even today just letting them convert the color space it how many professionals work.

From a film or plate perspective spot/CMYK issues weaken. Before all these great color features designers realized that to the ink every plate is color agnostic. We routinely designed in B&W then relabeled film. We exported Photoshop spot color layers, flattened them, and printed them as grayscale and then instructed the printer which Pantone color to use for that plate. Often we manually added color names between crop marks. I’ve never found spot color to be much of an issue no matter the tools.

You can get sharp clear text out of Photoshop. Depending on your output device you can get relatively sharp text even with raster images. If that isn’t possible you almost always can simply not rasterize the text and print from the Photoshop file or even a PDF of the file. What is your output device and DPS/PPI?
