You should put your background elements in first, then do as Krisa said and put them all in a composition together. That way you can simply animate the position property of that composition to slide slightly as your character walks on. Or if you have your elements on different "distances" you could animate them individually so that those elements "further away" from your character will slide slower than those that are closer to him/her.

How are you determining if it's black or not? Just by looking at it or by color picking it after rendering? Maybe it's just looking off on your monitor? EDIT: It seems you tried to post a still from your video, but it won't show for me.

+1 In my opinion the best way would be to combine both of those. First convert the photo to black and white, boost the contrast and posterize it in Photoshop. Then bring it into Illustrator to manually trace the different "levels". This way you'll get some guidance as to where to place your anchor points but still have complete control over the final result.

Oh, ok. I'm sure it might be possible in some way, possibly through saving the results to the measurement log and creating a script that prints that info to your document instead of having to do it manually. But that honestly sounds pretty complicated for such a simple thing. Photoshop wasn't really made to do this. You might try Fireworks as that works easily with Ps files. Other than that I'm afraid I simply don't know how to help.
