Software and Hardware to incorporate high resolution graphics and videos on a website makes no sense to me. And if you don't know this and enough about this then you might want to tell your college administrator that you're not right for the task.

@SaturnsEye ... (Not a lawyer) - I could be wrong but I don't believe that's legal. You purchasing a font doesn't give you any rights to resell it to a 3rd party.

There's many ways of doing this. Could be either of the ways your mentioned or with a script that auto-fills and scales the shape accordingly. Who knows how they did it. If you give it an attempt with the method of your choosing and get stuck though we're happy to help.

And those things have nothing to do with the question which unless I understand wrong is asking if two people license the same image are they both within their rights to use it or once one party uses it, nobody else can.

This answer isn't correct so I'm downvoting it. Asker states "free website." Unless you purchase the exclusive rights to an image there is no licensing agreement that would ever make this answer accurate, and if you are purchasing the exclusive rights then you're not on a "free website."
