It's more like "take this and this into account in your judgement". Like how on coding sites, questions could all be answered with "use code that works", but a better answer is "code like this this can be made to work"

That's pretty much the rule for anything in design :-) (unless there's a written guideline saying otherwise)... That said, I'd say it's more like "Use the text colour, unless you have a specific reason to do otherwise".

@whatsisname no they won't, but that's fine, that's what web fonts and @fontface are for (but you may need to buy a different special license to use it as a web font)

It's more that whether the symbol is widely recognised by English speakers is not something a designer would be likely to have expert knowledge on - but it is something that an expert on English might know about. (personally, I'm a native English speaker, and I have no idea what that symbol means)

comment How to create an array of circles within a circle
You could calculate the area Y of a square with width X where X is the diameter of a circle with area 750, make a square of Y circles, draw a circle over it and then delete everything not in the circle (using pathfinder?). Just a thought.
