It depends what you want to do with it. Smart Objects pasted from AI to PS have some issues (no gradient dithering, potential antialiasing problems). If you want a solid colour or single gradient, I'd paste as a shape layer.

Rich black isn't advisable for small or smallish text. Slight miss registration of the plates could make the text look awful. Rich blacks are only good for large areas of black.

The dither option for gradient layers only dithers the red, green and blue channels, not alpha (unfortunately).

Yeah, you can definitely use a black and white gradient on a channel, then load that as a selection, then create a new layer, then fill the selection. You'll end up with a gradient with dithered alpha. Also, I'll edit my answer... 16bit mode is a bit strange. It isn't always better quality for gradients.
