Sure we do - I'm a dev guy too :-) The framework should sandbox you and lead you so there is no need for color choices (already preset), page/information architecture (already preset) etc. You just follow the preset path. The only thing you have to do is to decide what information on the page is important, what is less important etc. Example: On both of your screenshots you are visually mixing up two different parts of webpage: breadcrumb and heading. CSS framework should prevent you to do this because these elements are already preset.
