More proper tools you should use is the crop tools, as suggested by xenoid on the question comment.
But in GIMP is still possible, with this trick:
you can multiply your desired aspect ratio with 10.
Let's say you want post-process a picture to social media with 1.91:1, you then set like so:

Alternatively, install Pix 2.4.5.
For basic photo editing such as rotate, flip, mirror and resize. But also have enhance focus and adjust contrast.
