I'm still using Photoshop 7 since I'm not a professional designer and it's light weight, fast to launch.

But there's a problem, Photoshop 7 doesn't support UTF-8 and I need to type UTF-8 texts. From which version does Photoshop support UTF-8 and Unicode? The oldest one with UTF-8 support should be adequate, as again, it's light weight and fast to launch.

You don't need Photoshop to type text. If you need a free raster image editor that's up-to-date you can try GIMP. It will work on just about any old computer, Windows 7 and up. If you are not fond of GIMP, there's also Krita - which is more of a drawing/painting application. There's also Inkscape if you want a vector image editor.
