How can i copy and paste arabic in After effects?
You could paste normally and click hamburger menu on Paragraph panel -> Reset paragraph.

How to dock the panel
You have to put it in the ScriptUI Panels folder, inside Scripts. This way it is stackable.

Why does After Effects sometimes have an import dialog and sometimes don't?
